Even after you have installed this Japanese package, you need to make sure that your website preferences are set to support Japanese. Here are the recommended changes. You can create a new website with this preferences already added by choosing "New Japanese Site" from the J_Install menu.

In user.html.prefs or in your websites.yoursite.#prefs subtable, add:

useKernelCode = false
isoFilter = false
charset = Shift_JIS
useMetaCharSet = true
